The consultant is responsible for ensuring a smooth closure of RI’s Talent Development project which will be completed by 31 December 2017. S/he will manage a small project team including an Associate and interns who will provide content knowledge and information for the closure.
S/he will work under the supervision of the Program Development Director and in close coordination with the UK based consortium consisting of Save the Children, the consortium lead, Oxfam and CHS Alliance as a member of the Consortium Management Team.
Talent Development Project Summary:
Entering its final quarter, with funding from the Department for International Development’s Disaster and Emergencies Preparedness Programme (DEPP), this project is one of over a dozen in the ‘Start Engage’ portfolio of projects managed by the Start Network. These projects are designed to i) develop decentralised approaches to capacity-building ii) improve the quality and speed of humanitarian response in countries at risk of natural disaster or conflict-related humanitarian emergencies and iii) contribute to an emerging evidence base on what works / does not work in decentralised capacity building. Relief International (RI) is part of a consortium with three other agencies comprising Save the Children UK (lead agency), Oxfam GB and CHS Alliance delivering the three-year Talent Development project in three regional locations. It combines previously tested, state-of-the-art learning and development programmes at senior, mid and entry-level for 1165 national humanitarian workers. Relief International has partnered with training provider ‘Leadership for Humanitarians’ (LfH) to deliver twelve three-month senior-level training programmes reaching 240 national humanitarian leaders in Bangladesh, Jordan and Kenya.
Essential Responsibilities & Requirements
Lead on project close out activities
- Lead on the project final quarter and final narrative report with inputs provided by RI team members
- Work with the RI finance team to prepare the last quarter and final financial report. Ensure LfH’s financial report is incorporated in the overall financial reports with input of the Project Associate
- Monitor any final project expenditures and ensure timely return of unspent funds to SCUK
- Provide oversight to analysis and reporting of all training programme data including all participant data for each training iteration provided by LfH
- Lead on grant meetings with the RI Programs team
- Support any other close-out demands/requests
Representation and External Liaison with START and Talent Development Consortium
- Represent RI as the Talent Development Project Manager in the START/Talent Development Consortium, with the support of the Project Associate
- Manage final reporting requirements of RI’s project partner Leadership for Humanitarians (LfH)
- Attend Talent Development Consortium Management Team meetings in the UK
- Proactively support the wider efforts of the consortium during close out phase
- Ensure work plans are kept up-to-date to ensure tasks are completed on time
- Manage Project Associate and interns
Support other project closure needs as appropriate
Qualifications & Requirements:
- Experience with donor, in particular, DFID; experience conducting final reporting.
- Experience closing projects/programmes
- Experience managing a team
- Knowledge and/ or experience of the Disaster Emergency Preparedness Programme
- Speaking and writing fluently in English is required.
- Experienced in report writing, document editing and formatting.
- Excellent time management skills, resourcefulness, with strong attention to detail
- Excellent analytical and organizational skills
- Ability to think critically and creatively
